Andrea has been a member of the Lucca Bar Association since 2008 and has been admitted to practice before the Higher Courts since 2012.

After collaborating with other law firms, he began his professional relationship with Lessona Law Firm in 2018 and has served as Of Counsel since 2019. He also runs his own law office in Viareggio (Lucca).

He provides legal representation, consultancy, and ongoing assistance in all areas of public, constitutional, and administrative law, with particular focus on local authorities, public recruitment procedures, competition and public procurement, State property and concessions, urban planning and land-use regulation, transparency, anti-corruption and conflict-of-interest measures, as well as electoral law. He has specific expertise in constitutional justice and the protection of fundamental rights.

He has served as Chair of an Arbitration Panel (on public works matters) at the Arbitration Chamber of the National Anti-Corruption Authority.

He has collaborated with constitutional bodies: since 2019, he has been a member of the Commission for the Review and Assessment of the Transparency and Anti-Corruption Regulatory System, established at the Presidency of the Council of Ministers – Department of Public Administration. Previously, he served as legal adviser at the Legislative Office of parliamentary groups and of the Minister for European Affairs.

He provides professional training and continuing education in public law (constitutional law, administrative law, and local government law) for Professional Orders, Professional and Trade Associations, Trade Unions, and Public Bodies.

He has participated as a speaker at numerous national and international academic conferences on topics related to public and constitutional law.

He is the author of more than one hundred and twenty publications.

Among these are two monographs:

He is also co-author of a constitutional law textbook (Manuale di diritto costituzionale italiano ed europeo, edited by R. Romboli, 3rd ed., Giappichelli, Turin, 2019) and a local government law textbook (Diritto delle autonomie locali, Giappichelli, Turin, 2019, with R. Di Maria and C. Napoli).

In 2000, he obtained a PhD in Constitutional Justice and International Protection of Fundamental Rights from the University of Pisa and, in the same year, completed a Research Fellowship in Non-Profit Organizations at the Sant’Anna School of Advanced Studies.

Academic Position

He is Full Professor of Constitutional Law at the University of Pisa (since 2012), where he previously served as Associate Professor (from 2005) and Researcher (from 2001) in Public Law Institutions.

He teaches Constitutional Law and Local Government Law in the degree programs in Law and in Business, Labour, and Public Administration Law at the University of Pisa, as well as in the degree programs delivered in cooperation with the Naval Academy of the Italian Navy.

He teaches in the master’s programs in “Digital Public Administration Management” and “Legal Expert for Public and Private Enterprises” at the University of Pisa.

He is Director of the School of Specialization for Legal Professions at the University of Pisa.
